Affordable Connectivity Program

Launched on January 1st, 2022, the Affordable Connectivity Program (ACP) is a long-term, $14 billion dollar internet subsidy program administered by the Universal Service Administrative Company (USAC). It offers eligible NYC households a monthly discount of up to $30 on internet service bills and a one-time $100 discount on a device.

The discount must be offered by the provider to you for any broadband product available to other customers. However, upselling is prohibited. That means a provider can not push you into a more expensive tier of service than what you may be comfortable with or want to access.

If you were enrolled in the Emergency Broadband Benefit (EBB) before 12/30/2021, you will get the EBB’s $50 monthly discount until March 1, 2022. You will be transferred into the ACP for a $30 discount and your provider must notify you.

Monthly Benefit

Eligible New York City residents can receive a discount of up to $30 per month for broadband service, equipment, and device rentals.

One-time Device Discount

Program participants can receive a one-off discount of up to $100 towards the purchase of a laptop, tablet, or desktop computer (with a co-payment of $10 - $50), where available.

Do I Qualify?

You qualify if:

  1. Your income is at or below 200% of the federal poverty guidelines OR
  2. You participate in any of these federal programs:
    • Lifeline
    • SNAP, WIC, Medicaid, FPHA, Veterans Pension and Survivors Benefit, Supplemental Security Income (SSI)
    • Free and Reduced Price School Lunch or Breakfast (2021-2022 school year). This applies to all NYC public schools.
    • Federal Pell Grant (current award year)
Note:
  • You do not need to be a U.S. citizen or have a Social Security Number (SSN) to be eligible.
  • You do not need to sign a long-term contract to receive the $30 monthly benefit.
  • Broadband providers participating in the Affordable Connectivity Program may not require an eligible household to submit to a credit check in order to apply for the benefit.
  • A provider cannot prevent you from enrolling because of an outstanding bill, and cannot disconnect you for non-payment until after 90 days.
  • Loss of income or a job due to Covid-19 will no longer make you eligible, however, you can reapply under any of the other available criteria listed above.

There is more than one household living at my address, can we all apply?

Only one member of your household needs to meet any one of the criteria above to qualify. If you share housing with more than one household, complete the Household Worksheet in English or Spanish to determine your eligibility.

  • Eligible households can complete an application online at https://acpbenefit.org, by mail, or through a participating local Internet Service Provider (ISP).
It is a 2-step process – 1) you must apply for the discount at https://acpbenefit.org, and once approved, 2) you must find a local participating ISP to sign up for service and receive the discount.
